Got it straightened out. Come to find out if there's no money in your account and there's no bank account linked to PayPal a payment will NOT be made! In other words no purchases allowed unless there's money in your account! Maybe our government should learn from PayPal, huh?

I'd like to suggest that everyone eat cheaply for a day and donate one day's worth of tax-free per diem to their cause. I just did and it was very easy and only took a couple of minutes via PayPal.
