UPS-Tech stop vs. commercial tickets

UPS-Tech stop vs. commercial tickets
UPS had a flight coming out of China with a light enough payload to bypass KIX. Flight control notified contingency and scheduling that the additional stop in KIX was not needed. Well there were 2 priority 3's in KIX that the company needed in ANC so bad that we had to stop in KIX just to pick them up.
I'm just curious what the cost for 2 commercial tickets for these jumpseaters vs. the cost to land in KIX (landing fees, extra cycle on the aircraft, etc)
Not to mention it was gusting to 47kts in KIX with blowing sand, legal but not smart, with the possibility of diverting due to weather.
As soon as the flight blocked out, contingency had a shift change and told the dispatcher that direct ANC is now the plan. Too late.

Some things never change. It is never about the cost of the operation in question. It is only about getting things done as they planned ...
Safety is a distant thought. Act accordingly !
