FDX-New Supplemental Notation on Pairings

I just read the new FCIF that indicates "...In preparation for operations under Flag and Domestic FARs, FOCUS and FOCUServices have been programmed to indicate those flight segments being flown under Supplemental FARs....Supplemental segments are shown in orange on the Trip Recap..."

Can someone who has been at other carriers reply about Supplemental, vs. Flag/Domestic ops? Prior to this FCIF, I was under the impression that a company was either Supplemental or it was Flag/Domestic. But this FCIF seems to suggest that a particular leg within a pairing can be Supplemental or Flag/Domestic...is this true? So we're going to have to be knowledgeable of the rest and duty time limitations of all three categories and how you flow from one to another? For example, a flight from ANC to IND could be Flag, IND to OAK Domestic and OAK to NRT could possibly be Supplemental...?

Sounds like a good question for the Flight standards folks to me? I'd heard rumor that FedEx was trying to convince the FAA to incorporate Flag Carrier Regulations on a leg-by-leg basis? Rumor was that was part of the hold up? Anybody know for sure?

It was my understanding that it was either Supplemental OR Flag/Domestic.

Plus a rumor from the line that FDX was trying to have Supplemental for some ops & Flag/Domestic for others.

Question I have, which rest rules applies? Different for each trip (the famous 8+ hours within 24 hours are supplemtal trips, but other domestic trips are "Domestic" FARs?

What about 30/7?

Too many unanswered questions -- I was just enjoying the "orange" color on my pairings ;)

Most other carriers are flag/domestic with supplemental used only for off-line charter operations(I believe that's to or from an airport not listed as regular, provisional, or alternate in a carriers ops specs but its been a while)

They'll take it any way they can get it if it complicates things, allows for decreased fuel loads, and ultimately results in cost savings by any means.

Anything else is hot air and eyewash.

The GOC manager said this was how Fedex was going to manage the Flag/Supplemental ops, at a recent briefing.

Had a PC with the Air Ops POC for the Flag/Domestic Operations transitition.

He stayed after and summarized efforts to date, open issues and implementation. His synopsis matches hyper's info: Flag/Domestic except for charters, air shows, other ops to destinations not listed in Ops Specs.
