Default UPS/IPA Anchorage deal is struck

Today, representatives of the Association and the Company reached agreement on providing additional benefits to crewmembers in connection with the opening of the Anchorage MD-11 domicile. The Letter of Agreement is posted on the IPA web site, however, here are some highlights:

1. Reserve Call out Time Increased. A two (2) hour reserve call out time has now been established for the ANC domicile. This is a change from the 1998 contract which had pre-set the ANC call out at (1:30) one hour and thirty minutes.

2. Commuting to ANC. Current 1998 book places no meaningful restrictions on the ability of the Company to pack the jumpseats on the MD-11. The Tentative Agreement restricts the Company to a total of three (3) jumpseaters on the MD-11 scheduled and operational. The ANC LOA introduces a further restriction. Under the LOA, the Company will be limited to one (1) jumpseat for scheduled purposes on all MD-11 flights to and from ANC and the lower 48 states. The TA maximum of three (3) for operational reasons will be applicable. The more restrictive limitation of one (1) scheduled jumpseat will remain in effect for at least one year and will remain in effect thereafter as long as IPA members continue to need seats on the MD-11 in order to commute to ANC.

3. Probationary Crewmembers. Probationary crewmembers do not have transition bidding rights under either the current 1998 book or the TA. The LOA gives our probationary crewmembers a one time opportunity to participate in bid 06-104 for the ANC domicile.

4. Seniority Crewmember Voluntary Three (3) Year ANC Commitment. For those crewmembers voluntarily willing to forego transition opportunities for a period of three years and move to Anchorage, the LOA provides relocation expenses both to ANC and back from ANC. These relocation expenses are outlined in the Letter and in the contract. They include roundtrip air transportation and lodging for the crewmember and his or her spouse in connection with housing searches. Nothing in this voluntary commitment would prevent a crewmember from upgrading to any seat, fleet, or domicile his seniority will allow him to hold even during the three year period.

5. New Hire Crewmember Voluntary Three (3) Year ANC Commitment. For new hire crewmembers who voluntarily accept a three year commitment to forgo opportunities to transition out of ANC, they will receive moving and relocation benefits to Anchorage. They will also receive a probationary pay supplement of $1,500 each pay period. This supplement will start with the beginning of IOE and end when the probationary crewmember moves to the second year pay scale. Again, nothing in this voluntary commitment would prevent a crewmember from upgrading to any seat, fleet, or domicile his seniority will allow him to hold.

6. Facilities. The Company has reaffirmed their contractual commitment to properly plan and implement crew facilities as part of the opening of Anchorage. The parties will work together to ensure that all contractual requirements are met on a timely basis.

There is a rumor that the Company cannot contractually open Anchorage without the Association's agreement. This rumor is false. Article 14.A.1.a. of the 1998 contract allows the Company to open domiciles according to the "needs of the service." The only restriction on this ability is found in Article 1.C.8. of the scope clause. The scope clause bars the Company from opening a domicile outside of the United States without first gaining the Association's approval. Anchorage is a U.S. location. The Company has the right to open ANC under either the current 1998 contract or the TA.

The ANC LOA provides increased protections to crewmembers who will be based in ANC whether they move there or commute to Anchorage. These protections are in addition to provisions found in the current contract or in the Tentative Agreement. The closing time of the vacancy bids has been moved from 8:00 a.m. to 5:00 p.m.on Monday, August 14.

Freightr...

Wow....

Wonder what we gave up for this??? This almost seems reasonable to me and is a whole lot more than I ever expected....what do u think?

On first glance it looks like an OK deal. I did really like the limited jumpseats avail. for UPS to use on trips into SDF and ONT. Commuting shouldnt be that difficult as a result, as long as you book early. Newhires will still have to live in a very expensive city on little money, though. Again UPS shows little regard for the new people on the property. Can't wait to see just how junior this place goes come Monday. Anyone want to guess how deep it will go on the capts? I will put a bet on seniority #2050.

I think I'll take that bet. I just cruised the bid sum and I'm low1800s and a WAG says I'll be #18. YMMV

I dont know how junior it will go, Seems like there is some sort of exit plan which is good. The only catch I see right now is for say sideways movements which are currently restricted to orginal vacs. Since downbids are severely restricted the junior overall captain may find it hard to bid a original captain opening in the lower 48. F/0s will have upgrade and lateral moves available to get back to the lower 48.

New hires get an additional $1500/pay period ($19500/yr) to live up there...that would make $52500 for first year pay....not too bad considering the big jump at year 2....

It doesn't say a newhire or probationary crewmembers will receive a move back from ANC once they take it. Is this correct? Might have to save that 1500 extra just to move back.

They will be "Seniority Crewmembers" after probation is over. Seems to me that paragraph 4 would apply and they would be eligible for a paid move back to the lower 48.

That is true, Pilot7576. Some new hires might even want ANC for the doubling in pay (less if T-A passes) this would be. Their line of thought might be,

$52,500 flying widebodies in ANC, or $26,000 flying as a 727 flight engineer in Louisville?

Like I said, it will be interesting to see how the bid results lay out.
