Thumbs down FDX ALPA Request to delay CGN Bid

Read today's (June 10) message regarding the FDA Housing allowance "issue" in HKG.

Draw your own conclusions on the issue but why in the heck was the decision made to request a delay in the CGN Bid?

Quote from the FDX message: "This program does not have direct ramifications concerning the CGN FDA bid which is underway. However, we have requested that the Company briefly delay the closing of that bid so that those considering bidding the CGN FDA have knowledge of this situation prior to finalizing their bid."

O.K. We have knowledge of the situation...but delay the dang bid?

Not surprising it took 3 days of deliberations to elect our MEC Officers!

Well, the issue in HKG could easily spill over to CDG and some folks could decide not to bid it. Simple as that. While it doesn't affect it directly, indirectly it affects it because folks may vote not to go now due to the company's actions.

Also, some folks may have been given misinformation from some of the HK folks regarding the legal method for obtaining the housing allowance. This gives them a little time to be sure they understand the rules.

Ya think? The way the dollar is in free fall overseas this is just rubbing salt in the wound.

Hanging people out to dry seems like a curious recruiting tool for the FDA's, which for some odd reason don't seem to be getting filled. This won't help much.

I wouldn't think it could spill over unless the rules aren't followed OR the Company decided they want to change the ROE to get the benefit. The guidance is pretty clear from our FDA Q&A however.

"When does the Housing Allowance start?

The housing allowance begins when all required paperwork has been received and approved and you have actually completed your relocation to the FDA. The monthly allowance will be paid as long as you remain eligible for the housing allowance.

To be eligible for the housing allowance, you must establish and maintain a primary residence in the country containing the airport at which the FDA base is centered (for this purpose HKG is considered part of China). Additionally, you must occupy the housing for which an allowance is being paid. Standards for determining whether you have relocated your permanent residence under this paragraph shall be the same as for full relocations under Section 6.G.4 of the Basic Agreement. (Note: This does not make any other provisions of CBA Section 6 applicable to the FDA LOA)."

It evidently wasn't that clear to everyone who bid it. It's equally likely that it isn't that clear to some who were contemplating bidding a FDA. The delay provides a little time to get the word out.

I find it instructive that the "HHAAP" was dictated by the company and not negotiated. Definitely a tone-setter. Caveat Bidder

How the company treats pilots of one domicile, while possibly having little to no effect on pilots in other domiciles, does, by virtue of their (the Company) very actions, have an effect on all pilots in other domiciles. And that's regardless of whether that domicile is an FDA or a domestic base. What the company is telling us, is that they will go after those who are trying to game the system, either illegally, or by poor or mis-interpretation , and that should be fair warning to everyone. Guys here constantly complain that we're never given enough, or timely information. Now ALPA has asked for a few additional days before the closing of the CGN posting, so that those who might be thinking of bidding CGN can at least have more time to think it through. I'd have thought everyone would be happy with that, but as usual, that's not what some guys want either. Sad.
