To the OP, as mentioned, jumpseating as we know it here is pretty much unheard of to just about every foreign carrier. IF, and that's a big IF you are able to talk to the CA and socially engineer your way onto his plane, it's far outside the norm.
I have heard of people being on a ZED ticket and being allowed to occupy a flight attendant JS on LH, but have never done it myself.

Not a bad deal for FedEx guys! So as I understand a FedEx guy can ride OMC on UA in Business Class from say HKG-ORD for pocket change, no questions asked. However a UA guy needing a lift to NRT on FedEx is SOL?!? Sounds text book definition of reciprocal agreement to me.

The reciprocal part of it, if you will, comes into play that you can can ship a package on them for very little, anywhere in the world they go.
And we could go round and round ALL day about JS reciprocity. Example, a "regional" airline can take an AA pilot from jerkwater/podunk/East Jesus small town to his domicile since his own airline, nor any of their regional affiliates CAN'T get him there. Yet he can't take most (if ANY) "regional" airline pilots international because the "regional" can't take their pilots there. What's worse is that SW can JS int'l on AA. SW has yet to service ANY int'l market. Reciprocal? Eh, not so much. And there's a reason SW has that ability, as screwed up as it is.
"it is what is" as they say.
And yep, we ALL know that the TSA has freed up the restriction on int'l cockpit js'ing. However, by the time all the IT gets into place as well as it trickling down to each individual carrier is still probably a long ways off. That's if individual carriers are going to change their own procedures and allow it for offline pilots.
A great deal, used it myself plenty of times on both domestic and international packages. The funny thing is, since it's the highest level of FedEx service, the discount works out to be about the same as if you were to use the USPS. No matter, the FedEx will get there quicker. The humor/irony is that is you go USPS, there's a chance that your letter/package could end up riding on a FedEx plane.

The agent was wrong, and the Captain probably just didnt care. Unless there is something special about Cancun.
I have done the OMC thing on UAL out of HKG and NRT heading to the US, and ORD and IAD heading to HKG and NRT. Never had a problem.
