N364CM is enroute to ILN and N365CM was finally certified to leave GMMN for later on next week.
Obviously ATSG has the last call on who these actually go to but it seems like ATI will get them thus indicating the need for more crews. More 767s to come in addition to the one already in ILN (N363CM I think), plus N312AA should be coming out of D-check very soon.

Not disagreeing with you in the least. In fact WHQ had a minor clearing house the other day and I for one still think I'll get a pink slip sometime soon..... however, I said "thus indicating the need." There is at least one frame coming back on line (N312AA) plus N363CM. In addition N763CX is only going in for a C-check and N712AX starts RFD-HNL in April. Also we've just started flying for Florida West. N364CM/365CM will be ready later on this summer after IS&S panels and the like are installed.
That is a total of five air frames more than what is at ATI right now, plus more utilization for the ones we currently have (Florida West), so something will have to give soon.
The Cappy purchase is going to cause a lot of issues and I wouldn't be surprised if ATI/CCIA are shipped up to ILN within the next year.
"This is my personal opinion and in no way indicates actual happenings at ATI"

My understanding is that the LIT FSDO was having issues with the CATII/III certifcation process since they've never done one before. OP SPEC B342 (ETOPS) was also not that easy with LIT for the same reason; or so I've been told. Don't know if it has been moved yet but ATI now has a few feds from the DFW FSDO poking around at HQ. One, I know of for sure, is a dispatch inspector.
Seems like a lot of supplemental carriers are starting to have "staffing" issues so far this week
