If I had made a statement like this:

"We will be publishing a system bid no later than the second week of January that will add additional seats to the 757 while balancing the vacancies in other airplanes created by pilot retirements to date, as well as those projected through the end of 2013."

I would at least make a follow up statement when plans changed, especially if I was an SVP!

You would think so, given all the platitiudes about "open communication", new culture,....

So by not following up on a dated, verifiable statement, they demonstrate that all the open communication mantra is just bunk, which the crew force will extrapolate to mean anything else they say, be it meaningful or not is just bunk as well.

that whole 2-way comm thing is really a "one way" check valve!

Having been here awhile, expect a large system bid as we enter formal negotiations. The company has done that for as long as I've been here. They seem to believe that a large bid with vast seat progression will take our collective "eye" of the ball in negotiations. Unfortunately, this negotiation tactic has always worked for the company in the past. Seat progression IS NOT a raise.

But ... everybody takes home more money! How can that not be a pay raise? (sarcasm light on).

He's EXACTLY right ... we've seen this tactic more than once

New guy...but that doesn't look like a very big bid

Expect the larger one in March after FY14 plans are finalized.

As the bid sez - just keeping the 57 schoolhouse busy until "future plans" are finalized.

Big bid will come after exhausting all efforts to negotiate a common 757/767 bid pack with the ability to pay either narrow body and wide body rates depending on what you flew that day.

And unfortunately we will probably sign some side letter instead of making the company include it in a complete contract.

Except: to protect seniority rights - if a pilot more senior to you that day flew a 757 and you flew a 767 the more senior pilot will be paid at wide body rates and you will only be paid narrow body rates.
