Unfortunately the ~2007 hiring pool has been drained. They have to reapply.
".. UPS has cleared the hiring pool that was in place since 2007. So, if you know someone who was in that pool, please ask them to apply again or they will not be considered for a position at UPS."

Unfortunately, it seems to be the same in every cycle to my knowledge. Also seems a few survive the flush and make it in the next cycle.
