Create a positive airman list of virtually everyone then just leave a few out.
My impression is there were some "hurt" feelings by those on the list. My opinion is that FedEx was foolish to eliminate it-provides some pretty honest feedback to the VOCAL minority of Capt's who were on it

My guess ... I wonder if Corporate Legal went to Flights Ops and voiced an opinion that, "If this guy is involved in an accident (and people get hurt) you won't be able to defend that you knew he was a problem. Look! 39 f/o's asked not to fly with him

It was an opportunity for actual leadership. There are a few guys, still, who fly and act dramatically different when an LCA is watching. Pro Stans is aware of a few problem children, absence of the negative airman list didn't eliminate the issue.

But what about the poor CAs? Should they have a negative FO list? Fortunately they can take the landings if needed.
Other airlines have this so, no, it's not a legal issue. It's a "we're too lazy to process this" issue. It's probably also an old JL deal where his buds complained. Which makes you wonder how they would deal with all the work required to go to PBS. They would take the cheapest and quickest path possible to get it running, except for some exceptions for those who have well placed friends. Any exploitable loophole, like the Flexes getting locked out of WB pay 757 lines, will be maximized. I can only describe this as BAD, BAD, BAD. But I digress.
