They just established a new pay scale that will no doubt attract more warm bodies so it will take some time for them to get a team in place to have checkrides done in house, for the mean time the FAA has no choice but to render assistance even if they don't have a particular reason.
Just my take on it, don't have any vested interest.

No sketchy past, that is standard FAA procedure when you don’t have in-house APD’s and you do in-house training. Our pilot group size doesn’t warrant an APD yet. I’m sure it will change as we grow. Our recently appointed new Director of Operations/VP of Flight Ops held a similar position at Spirit

Again anyone researching Eastern or interested in applying, just google Ken Wooley, he is the majority shareholder. Mr Wooley has had interests in the past in JetBlue (founding investor), MAXjet, Swift (sold his share to iAero) and has his own aircraft leasing company. He is founder of Extra Space Storage a publicly traded, Self Storage Company, with over 1,700 locations. Ticker is EXR.
Mr Wooley bought Dynamic in bankruptcy, invested his own funds, donated the current aircraft to the company. Then he licensed the Eastern name from Swift and rebranded the company. The 121 certificate was never surrendered or revoked. Late last year we received a large investment to expand the company.

If you're referring to the Dynamic certificate, your statement is not true. Their certificate has never been pulled or surrendered. It's been up and running even after the FLL incident. They've made really stupid commercial decisions that's scared away most of the pilot group, but their certificate has never suffered any FAA enforcement. Eastern 2.0 certificate was surrendered to the FAA.
