Section 1 of the United Pilot Agreement (UPA) covers Scope and Career Security for United pilots. Based on extensive membership surveys, polling, PDRs, Pilot-2-Pilot input, and direct communication with your LEC officers, the MEC understands that protecting the career security of United pilots is a requirement for Section 6. We have made this clear to the company at the negotiating table and publicly, most recently in the July 17 MEC Update regarding the recent order for 25 Embraer 175s. This update was picked up by the press.

Although the company has been openly pushing for scope relief, it is clear they can achieve their goals under current UPA provisions. In fact, there are two ways the company can address the challenges at United Express; they can purchase a New Small Narrow Body (NSNB) or they can move express flying back to the mainline.

The Section 1 language covering United Express restrictions is one of the more complicated parts of the UPA, but these provisions must be understood by all pilots. We would like to introduce the first in a series of videos that will help explain how these UPA provisions work, and how United can use existing language to achieve our network growth goals. Yesterday, at the Farnborough International Airshow, United Airlines announced the purchase of 29 new aircraft. Four Boeing 787-9 widebody aircraft and 25 Embraer-175 regional jets are slated for delivery over the next two-three years.

The new B787s will enter service in 2020 and will be welcomed additions to the mainline. It is vital we maintain our long-haul widebody fleet. Due in part to the retirement of the 747-400, the MEC continues to advocate the need to increase heavy lift. As part of United's widebody fleet replacement plan, this order is a positive move to ensure long-term success at our airline.

The 25 new E-175 aircraft will replace 25 existing 70 seat CRJ-700 aircraft currently being flown by United Express and will enter service in 2019. This RJ order has been reviewed by MEC Legal to verify compliance with the UPA Section 1 restrictions.

Under our Scope provisions, the company is limited to 153 76-seat and 102 70-seat aircraft; because the company has reached its 76-seat aircraft limit, the new E-175s must be configured as 70-seat aircraft.

It is interesting to note that if the E-175 aircraft were instead flown by mainline pilots, they could be fully utilized and configured with more than 76 seats. However, because this flying is outsourced to Express, seats must be removed. This inefficient outsourcing model results in higher Cost per Available Seat Mile (CASM) and lower Revenue per Available Seat Mile (RASM) when compared to bringing these aircraft and pilots to the mainline.

As fuel prices increase and pilot costs at United Express continue to rise, outsourcing flying to Express has become increasingly less efficient. Moving this flying back to the mainline makes both economic and long-term strategic sense.

United owns these aircraft, and United mainline pilots should fly them.
