If anything, United is planning on whipsawing CommuteAir against another regional, more likely Mesa than not but potentially Skywest and/or Republic. They want C5 to have a 170 training program so that they can bring their regionals to the table and say, "Mesa, you're costing us 11 million a month. CommuteAir over here has an operational 170 training program and they say that they can do your job for only 10 million a month. Can you beat that or no?" Whoever can do the job the cheapest continues to fly for United and the loser loses their contract. United has done this time and time again, most recently with Expressjet and CommuteAir. Pilots from the losing side have to reinterview at the winning carrier. Those that are competitive get the privilege of rejoining UAX at entry level seniority and pay. Those that aren't as competitive pilots don't get hired and are removed from UAX. United gets everything they want from the deal. Why bother merging?

Especially since United has board seats at both airlines.
