what side of town are we talking about? North side of CHI or north shore towns would favor PWK or UGN....downtown perhaps even ORD though personally I would avoid that option. West side towns DPA, Loop GYY or MDW.
Traffic can blow to any option just like any big city so the best planning can be thrown out the window. YMMV
