Because the "common cold" isn't a virus. It's a spectrum of symptoms caused by any of hundreds of possible viruses, mostly rhinoviruses but also others including some corona viruses. Vaccines have to be targeted towards specific viruses, which is impossible with the "common cold". The fundamental nature of COVID is such that it doesn't mutate much, so you only have to target one strain, or possibly a few more strains in years to come.

The "flu" can be caused by many strains, and it mutates fast so they have to guess which strains will be problematic and tailor the vaccine for next season accordingly. The flu shot consists of 3-4 separate vaccines for the strains deemed most threatening.
