You’ve never done the paperwork for an Article 15, have you? Let alone 10,000 of them? And of course, they do not HAVE to take the Article 15, in which case you either drop it (and you CAN’T drop it) or it goes to court martial. But if it goes to court martial, you are going to tie up the whole JAG establishment (who aren’t staffed for the workload) and since command influence isn’t allowed, it is very possible you’ll get some acquittals. Then what do you do?
And it does have to be done now. The military CANNOT AFFORD to issue orders they later back away from. But the time to have an answer to the above questions was before the order was issued.

Out of my 3000ish reservist support center, 700 exemptions in process.
ONE has been approved.
I'm a reservist getting forced out via High Year Tenure who had an approved retirement date pre deadline and magically my retirement got pushed back to three days after the deadline and I've been told to expect article 15 proceedings.
24 years of service. Zero disciplinary issues in my record.
Squadron flight surgeon, cardiologist and oncologist all recommended i be exempted from the Covid vax.
Waiver denied. By a non MD ignoring the recommendation of three MDs, one of which has been treating me for 18 years.

Covid hsd become the new state religion for the O-4 and above crowd with promotion aspirations.
Have had my XO, other department heads (O4s mostly, one O5) and a bunch of "I could be an admiral someday" types tell me that my refusal is affecting their career.
Also the same guys who were clamoring to be first to be vaccinated.
Funny part is the guy who is hounding me the hardest had a heart attack 3 days after shot #2 , lost his Navy and FAA medical (regional FO who is out on mil leave 50% of the year ) and then tells me I'm the reason guys like him haven't moved on to the majors.

"Proper decimation". ISWYD Not saying I agree, but that's pretty clever.
For historical reference, I do believe the ancients decimation punishment was applied at random. So a doubly improper decimation due to self selection.
Still, the idiom "Kill the chicken to tame the monkey" seems applicable.
