Positive space commuting tomorrow

So, I'm going to use common sense here. The positive space for commuters on the 8th and 9th is for those pilots commuting to ATL or NYC. However, the bullet simply says "Positive space travel has been authorized for pilots commuting to work on Dec. 8-9. If commuting follow the steps below:"

This could possibly be interpreted many ways.....

I don't know, but I'd assume any major disruption to Atlanta has trickle down effects felt throughout the rest of the system. I'd imagine that a flight or two out west or up north could be cancelled which could ruin somebody's planned commute. PS seems reasonable.

Latest update added the specific domiciles of ATL and NYC only.
