Looks to me like the guy was getting tossed from an establishment, probably for being an a-hole!
But, having said that, has anyone watched America's Funniest Home Videos lately?
That is basically a 30 minute show of idiots doing stupid stuff just like this...but it's hardly funny...more like a sad reflection on our selves....both those who watch and those who participate!
Darwin would be proud!

That second ledge probably saved his life. There was a cop right there. Apparently he was causing a commotion long enough for someone to start filming and was definitely trying to hop over the railing...he probably just didn't realize how far down it was.
