Atl320 plug is 9400ish. That makes a 2007 hire able to hold it. Apr96 on the “bad” side of the merger DOH puts you at 5500, which gives you atl320a with 100 beneath you.

That’s not even close to accurate. Now if you were to say that April 1996 couldn’t get an award to ATL320A on the last couple of bids, that would be accurate as the few spots available have been gobbled up by senior pilots bailing off the MD88. There have been bids over the last several years where an April 1996 pilot could have easily been awarded ATL320A, if you chose to bid it.

I'd argue his point WAS close to accurate. Being senior to the plug has not allowed folks in many cases to be awarded the category of their choice. I personally wouldn't say I can hold something my standing AE bid has not been able to achieve. Sure, things will likely change in the year ahead, but that doesn't help a guy who isn't flying where he wants despite the makeup of that category's list.
If there are no openings in a category that Pilot seniority # 1 bid does that mean he can't hold it?
I would say it means he couldn't get it on that specific AE.

I could be on an island, but if I can't effect a change from my current category to the one I want, I don't think I can hold it. I can say I'm senior to the plug, but that doesn't do me any good (yet). That's particularly true when unlike other carriers, we don't have a regular and reliable timeline to shuffle or trade positions.
