Sounds like Aruba! Used to be $25 and was totally worth it. Now it's $65 and a rip-off, unless you order 3 main course dishes and drink yourself blind at dinner!

There is even an upcharge for some meals while on all-inclusive?!?!?

With the quality of the alcohol served at the all inclusive resorts drinking yourself blind might be easier than you think.

I'm not saying it's a good deal, but if you're going to eat at the hotel for arrival day dinner (with a cocktail) and departure day breakfast and lunch, you're easily ahead by buying the all-inclusive in Aruba. You're definitely ahead as an F/O if you find yourself with a sweet captain who funds the AI for you!

Unfortunately, the hotel doesn't handle the purchase process well. Disappointing layover hotel, but Aruba beaches are nice. I'll take it over many other layovers in the system.
