23k versus whiteslip priority
 
Does a whiteslip get awarded for a requested rotation before someone is assigned 23k recovery flying for a 1 day rotation?

No. Look at 23.N and 23.O. Recovery is the first step on both

Yes I saw that but it says the pilot must submit a recovery request for that rotation and it is a proffer(under 12 hours).. Not sure why someone would volunteer to fly when they do not have too.

a lot of people get 'screwed' (for lack of a better term) and don't have the benefit to submit a proper recovery slip to take advantage of it and are subject to the recovery gods.
