There isn't a specified time. A SC pilot must promptly report, which is generally considered to be 2 hours, but could be more due to traffic or cross town sign in. If your bid pack is 99% JFK/LGA, sitting at home in PA and claiming you were ready for EWR is technically legal, but not recommended.

NYC based pilots assigned a rotation beginning in EWR on SHORT CALL, can expense $100 in transportation. The funny thing is your average Uber ride from Queens to EWR is going to be $110-$140.
Additionally, NYC based pilots who don't have a Parking Pass at LGA specifically, or any other Delta base, can "Opt Out" and then expense up to $200 a month for any rotations that start or end at LGA.

Isn’t that the same as TN,NC or SC for ATL? Or Palm Springs and San Diego to John Wayne? Short call is undefined in both distance and time.

As others have mentioned DTW717 is your best bet. It's the only chance you'll have of laying over at home, easy mainline commuting to DTW and better deicing and severe weather handling in DTW than NYC. You'd be more senior in DTW717 in six months than NYC7ER in a year.

I am 2 years in on the ER in NYC.
96%, holding a line lots of uncommutable 2 days. (Mex, LA) one day backside commutable STT etc.
Bid off to 73 captain and have basically the same seniority. 98 vs 96%
