Reinstatement rights last for 6 bid periods, but does the person have to be converted within 6 bid periods?

Reinstatement lasts for 6 bid periods from conversion. Conversion must take place within the parameters of the AE (210 day or 365 day).

Thanks. That's what I thought. However, they have me converting Jan 1 and no training has been assigned. I would have assumed training would be assigned before a conversion date.

Yeah, you'd think, but conversions are also a matter of abiding by seniority within the AE so sometimes they are forced to convert even when they don't have the training slot open. I don't even know if there's a contractual limit to when they HAVE to train you. I guess they could just leave you converted and NQAT for a very long time, although that is not to their benefit.
