You might be confusing it with 23.I.10.c.2 which says "multiple rotations totaling no more than 4 consecutive days" or 23.I.10.c.3 which says "no more than four consecutive reserve on-call days"

You only get one APD per employment year, it can drop a single trip of any length, or drop multiple trips not to exceed 4 consecutive days. Or you can drop reserve days as outlined in 23.I.10.

Correct. He should have put the APD for a single day during the trip that he didn't want to pick up. The entire trip is dropped and the day of the APD request is now blocked. He is free to WS on any other day.
