This is just pandering by the CEO. There is only a mandate to wear masks on federal property and federal lands. Neither of which apply to airports or aircraft. The number of times the average citizen steps foot on federal property is insignificant and therefore will not lead to habitual mask wearing.
This goes without mentioning the fact that once the EO was signed, President Biden completely ignored the mandate and went maskless at the Lincoln Memorial. In doing so, he displayed that it was just a symbolic overture rather than a serious policy change. The practical impact will be minimal.
