Default PCS while waiting for TOE/IOE

Question for the PWA/scheduling guru's. Is there anything contractual that guarantees the right to utilize PCS? Finished the 44x early January. In December, not knowing anything about specific OE timeline expectations, I swapped up to the limit for credit in January. February I was locked out, all requests denied for no OE yet. Now I've finished domestic OE, and awaiting TOE. PCS currently blocking me from WS'ing late in march. Is it unreasonable (contractually) to say I could still be given TOE at any time and I should be able to modify my schedule? Haven't looked deep yet, but I'm guessing there's something about "qualified bidder" etc.

You can’t do anything until you get the OK on your schedule from your LCA after you complete OE

I have OK on my schedule, awaiting TOE, and it won’t let me modify my schedule either FWIW.

It’s possible that your TOE is has been scheduled........just not released to you in DBMS. Might try emailing/calling the TOE scheduler for your fleet.

TOE has to be complete. That’s because you can’t fly domestically until TOE is complete.

It let me do it before. Still, they could give me a TOE tomorrow, and I would fly my entire month as awarded for March. With that expectation I don't get why I can't tweak my schedule in anticipation of that.

because people would swap their entire schedules to conflict with OE and then loudly complain that they didn’t get pay protected. You have to be qualified on an airplane to pick up a trip.

Surely he wants to tweak his schedule to get less credit and “better trips”

Yep. They used plenty of loopholes like "schedulers discretion" when determining how many short calls to give out and what days available bucket to pull from. Just trying to see if the loophole existed or it was just a glitch (which is now fixed).
