There has always been a built-in delay between when you can make multiple posts to keep people from spamming repeatedly across the forum. Sometime last year that delay was bumped way up to 240 seconds (4 minutes), which was excessively long. Many times someone would want to post something in one thread, and then something else in an unrelated thread but had to just sit and wait out the timer. 60 seconds is a much more reasonable waiting period.

The way forums are and it depends how you read. If there is enough material or content to go on in the conversations without need of additional external input then you won't be bothered by 240. But again it depends on how you tend to participate.
