There is no way to make base swap provision completely honor seniority in the way that you are talking. It has to be two people that what each others base, so its always going to have to be limited to those bases. I was just showing one way that it was done, it worked, and it didn't take anything way from the companies ability to draw down a base if they wanted to. I would know since I worked the position notices with the company there.
