There is nothing legally that states they cannot mail IDs. They FedEx/UPS them hub to hub all the time. The concern is driven from a corporate security policy about mailing individual IDs to the end user. The primary reason is because of lack of chain of custody, the possibility of a carrier losing the package with the ID, and the fact that if too many IDs go missing, the company has to recall and reissue every ID. This all adds up to it taking several approvals to ship to the end recipient’s home address. So, most of the time base management just says it’s not allowed.
