This has always been clear as mud to me. I was a Nov 17 hire... I should see something in March?

Yeah March is when you would see the bonus

Yes, end of this month.

I was hired begining of June 2017, i thought i should be getting the retention bonus this september, so far nothing on epays. Am i the only one?

They are showing in epays as coming out on the 25th. The bonuses are active now.

Email paycomp about it. There are many rules that are attached to the program. Perhaps since you were in training during that period it doesn't count. I also know you need 50 hours during the window for it to apply as well. I really dont know the answer other than I can see it in my epay sheet.

Pay comp is the way to go.
