Contract Implementation Schedule

Contract Implementation Schedule
Does anyone know if we can designate how much vacation to get paid for if we're awarded a secondary line in a vacation month yet?
The implementation schedule says "on track" but I seem to recall some kind of communication (FCIF? Union email? can't remember) about this subject.
Also, from what I can see, all the deadlines for "phases" of implementation are past. Why are some of the major scheduling improvements still showing "on track"? Shouldn't they all be done?

There's no guarantee we'll ever get new PBS software for Secondary Line construction. It will only be if The Association agrees to it.
Sort of ...
Half of the Secondary Line Replacement Working Group members come from the Association, SIG members and 2 others, and are paid by The Company to reach consensus. In the event of a deadlock, the System Chief Pilot tries to broker consensus, or bucks it up to the Vice President, Flight Operations, and then the Association can appeal to the Senior Vice President, Flight Operations who will render the final decision, as long as he meets with the MEC Chairman first. (Just a meeting required, no requirement to consider the MEC Chairman's position.)
That paragraph doesn't make it sound like The Association has to agree to anything ...
Ultimately, it all comes down to the MEC Chairman, who must meet with the Vice President of Flight Operations and agree on the final acceptance of the SLR prior to its implementation.
I wonder how those two are getting along theses days.
