I think they forgot that if they really want people to do something, they could get plenty of "volunteers" for enough $$. And this doesn't even pay special project pay. Many people will volunteer for something if it's enjoyable, but I'd say there is a very low chance that people will actually volunteer to be monitored, do extra training online and in simulators, and trust that there really is no threat.....for free.

So, Safety is for sale?

I think that if people feel like there is risk for them somehow, along with time and effort, there will probably need to be a financial incentive. Don't you? I would encourage the company, if they are not getting enough volunteers, to consider that option.
