Follow on questions... If I bid VTO, with 68 vacation hours and VTO lines are say 72,
1) I'll still be responsible to get a trip to cover the extra BLG hours using normal VTO process?

2) Can I still do the reduce vacation footprint option?
Thanks in advance.

When you open up the SLG trip picking page, it gives you at the top a min and max CH. That will tell you at a glance if you’ll need to find an extra trip to meet the requirements.

The reduce vacation footprint option is do-able. At the bottom of the same input page are selectors to change the vacation footprint.

VTO Vacation hours are in increments of 6.

If you have 11 days of Vacation, then I'm thinking you'll still need one trip to hit the CH range.

If you're towards the bottom of the pool, CRS may or may not add in an R day to get you to min BLG. At least one person has called them on it and they've added "unknown" R days.
But, if you have a carryover trip into your VTO month...they've been using the Conflict verbiage to avoid doing so.

You can Always reduce the Red Bar of death Vacation footprint with the new VTO system. That option becomes available during the actual SWW window and has NO impact on your Vacation Draw.
If you want to modify the Vacation hours, that option much, much earlier in the process. Right now can't remember if it's in the CIC or View\Add window.
