You definitely can't be excessed into an FDA. Let's say they close LAX. And a middle of the pack FO decides he wants to go to CGN, and he's senior to the bottom FO there. He's not being excessed into it, but would that not count as a stand in bid award, and then push the bottom CGN guy out? I'm not seeing anywhere where it says you can't be displaced out? Good question though.

Here's the Section 24 video the MEC put out back in 2015 for the then new contract. Helps explain some of the realignment bid process, but still confusing.

The former bid to relieve process always prevented them from taking a few off the bottom in HKG so they could decrease the passover pay numbers. Evertime they excessed a few seats in HKG the top guys would bid to relieve to score the house hunting and other benefits in the package.

Here's a thought.
A realignment bid without knowing the effects of a CBA is shooting in the dark to some extent. I'll bet Flight Ops has been told not to worry about it as there's no intent to sign a contract.

Here's your answer from a slide in the video I posted earlier, about 5 min in. It is alpa...so lie flat.
"BID AWARD PROCEDURES
An FDA pilot may be assigned (which was the old excess) out of an FDA
An assigned FDA pilot may elect to delay his required training until the fulfillment of his commitment period."
