That's not how CIPPA works. You don't start recieving CIPPA payments until your Nth Number is activated. I personally was awarded a WB CA slot back on 21-01, but didn't start receiving CIPPA until late 2023.

He was awarded notional MEM 76C on 21-01. While a MEM 75 LCA. His Cippa expired and per the contract has to go to his awarded position.
