It does if you purchase the Puffin App or some other App that allows flash.

There is a free version of Puffin Web Browser in the App Store that worked for me.

Regardless of which app you use the iPad is incapable of playing Adobe Flash based video. What is happening is these apps act as browsers and send the Flash video to a server where it is converted to H.264 and streamed back to your iPad. As you might imagine this requires a good bandwidth connection or you may experience poor video performance.

Exactly. You would think then that FedEx would convert all of their Flash content to HTML5, since they decided to go with iPad.
