I am having a hard time figuring out what costs are "out-of-pocket" when using the post 9/11 GI Bill. Are we saying that, with a good program, there should be few to no fees/costs getting an associates degree and already having a bachelor's/private pilot?

yes, as long as you don't require extra time (which I didn't).

Whats your overall goal?
Has anyone used the 1606 GI Bill for flight training? I can use 1606 and the WI GI Bill. Anyone have any experience with these? Talked to the school, VA, state, and VSO. They seem to have just as many questions as I do. Looking to attend a 2yr part 141 associate degree program.

I have used my Post 9/11 and have paid almost nothing in fees. Some of the fees you have to pay for are checkride fees (vary depending on where you live but mine were $450), my headset, and software flight planning fees. The VA gives you a good chunk of money for books which should cover all of the required reading. Does this answer your question? If you need help picking schools I can help you out there as well.
