Instrument Rating Requirements (141)?
I understand that for IR the requirements are 35 hours flight and 30 ground.
So my school's syllabus only includes about 20 hours of ground time, can I use the extra flight hours (Once I hit the 35 hour mark) toward ground time?
I just don't understand why the curriculum ends up adding up to 20 hours when the requirement is 30 hours of ground.

There are general requirements that a 141 school must meet and then there are waivers from said requirements. It's most likely that your school is operating under a waiver. Once the curriculum is approved by the FAA those become the standards you must meet.
Regarding swapping flight hours for ground, no that can't be done.
