Default Instrument Rating Requirements (141)?

I understand that for IR the requirements are 35 hours flight and 30 ground.

So my school's syllabus only includes about 20 hours of ground time, can I use the extra flight hours (Once I hit the 35 hour mark) toward ground time?

I just don't understand why the curriculum ends up adding up to 20 hours when the requirement is 30 hours of ground.

There are general requirements that a 141 school must meet and then there are waivers from said requirements. It's most likely that your school is operating under a waiver. Once the curriculum is approved by the FAA those become the standards you must meet.
Regarding swapping flight hours for ground, no that can't be done.

They may 20 hours of formal classroom, plus ten hours of one-on-one ground (ie pre/post flight briefing). IIRC that would be allowed as well.
