Are the staffing issues for flight schools as dire as this makes it sound?

Yes. Especially the part about trying to keep 2 year CFIs on hand to train new CFIs

I'm concerned about the part where a flight school as attempting to make an agreement with a regional to keep them from hiring their instructors.

It's hard for a flight school to compete with an airline that's offering a fifty thousand dollar sign-on bonus plus a wage far in excess of what the flight school can offer.

It's interesting, however, that the flight school can complain about an instructor that stays through 1,500 hours, when not so long ago schools were losing students to the regionals at 250 hours, and many instructors didn't teach more than a few months.

I flew with a young man recently who noted that his last few instructors have abandoned him for the airlines; one just before his checkride.

Well the free market could correct this if the customers spent their money according to their desires.

If anything, the ATP requirement has saved flight schools. Now you have a generation of pilots needing 700-1200 hours after commercial. Remove the rule, and flight schools will lose over half their CFIs overnight.
