Flight time limits

What is the difference between FAR 117.11 and 121.483?
One states max 12 hours flight time in 24. The other states 13 hours max. Both with 3 pilots.

Sorry if this is a dumb question but I don’t see it.

Part 117 applies to pax carrying ops and the 121 reg you cited applies to box haulers.
