I went to a small flight school and they had a "similar" unofficial program such as this. Unfortunately when I started with them, it was not brought up to me but they had at least 2 CFI's take their CSEL, CFI, CFII checkrides within 2 weeks of each other(CFI and CFII were 2 days apart, 1 week after the CSEL).
Here is how it worked, once they had their IR they started working towards the CSEL. Since they had to build the hours, they built the hours by ONLY flying from the right seat, learning the commercial maneuvers (from the right seat) and with the rest of the time they learned how to "teach" instrument and private maneuvers (as well as some ground). When I started training for my CFI after my commercial sign off, the instructor (who was one of them who did this) asked why I hadnt been flying from the right seat? My instructor got all 3 ratings with 256 hours. It can be done, you just need to have a plan. I would question whether $5995 actually can cover it since I assume its $250/hr for the arrow and the instructor MINIMUM so you are only talking about 10-15 hours in the plane. Maybe if you are pretty good with your commercial stuff that could happen, but it seems kind of fast. If they are in fact scheduling 6 months out, you could probably have it done local before then.
