Not sure how this comes into the discussion at hand, but you are behind the times. AFS-600 is the Designee Branch and all designees are appointed and handled by them. This is why DPE boundaries were removed with many other changes.
Each designee is assigned a Managing Specialist. This managing specialist is usually within the FSDO where a designee performs the majority of their functions. Although geographic restrictions have been removed, there is still guidance in the 8000.95 that discusses where the majority of a designee's tests will be performed. Although AFS-600 does oversee the DPEs, they are still subject to any restrictions that are imposed by their managing office (FSDO).

the DPE I use has decided to not do check rides for the foreseeable future. stinks because I really like him. Not sure if I should start my Commercial or not.

Yes, each designee has a managing specialist, but that manager doesn't have absolute authority over the DPE. And the managing offices (FSDO) are taking their guidance from -600 and not arbitrarily making it up as they go.

If someone failed a checkride and their school closed temporarily, does the 60 day retake period get waived?

No. Two things would have to happen...

1. The FAA stopped all examining.
2. They issued a formal waiver based on #1

Otherwise the regs still apply as written.
