I suppose local FSDOs in areas under lockdown may have advised their local DPEs not to conduct checkrides, that would make sense.
Air carrier DPEs are definitely still operating, everything 119/121 is exempt.

The FAA could easily suspend their authorizations if needed.

Again, DPE's are private citizens who conduct check rides on behalf of the administrator. As long as their authorization is in force, they can conduct rides. And DPE's are governed by the -600 branch, not the local FSDO's. So the local FSDO would have no reason to stop them without concurrence from -600.
In fact there have been discussions of extending their authorizations while the Covid19 pandemic is in effect.

I said the fed has not suspended anything. I also said the local FSDO could *advise* DPE's not to do checkrides, which may be why some folks think all DPEs are grounded (obviously no need for that in certain states).

Not sure how this comes into the discussion at hand, but you are behind the times. AFS-600 is the Designee Branch and all designees are appointed and handled by them. This is why DPE boundaries were removed with many other changes.
