Default ICAO requirements for ATP

I was reading in the regs about having a limiation on your ATP about "not meeting ICAO reqirements" According to the regs, it seems like these two requirements contradict.

"You may be issued an ATP certificate with the endorsement "Holder does not meet the pilot in command aeronautical experience requirements of ICAO," if you
1. Credit SIC or flight-engineer time toward the 1,500 hr. total flight time requirement

2. Do not have at least 1,200 hr. of flight time as a pilot, including no more than 50% of your SIC time and none of your flight-engineer time
Otherwise meet the aeronautical experience requirements "


I don't understand #2?? Shouldn't you already have accomplished #2 with #1? Can you log time as anything else as a "pilot"?

The wording is covering some circumstances that may exist on a FAA ATP which are not allowed on an ICAO ATP.

What they are really saying is that for an ICAO ATP you need 1500 total hours (no FE allowed), and 1200 PIC. Of the 1200 PIC, at least 150 must be actual PIC, and the remainder of the 1200 may be aither PIC or 0.5xSIC.

Example:
150 PIC + 0.5x(2100 SIC) = 150 + 1050 = 1200 "PIC"

The remaining 300 can be PIC or SIC
