It wasn't an "interpretation", it was a conscious decision. They wanted to allow experienced instructors to teach despite medical issues. It was probably a cold-war initiative prompted by the DoD...they wanted to encourage GA to greatest extent possible to ensure a source pool of military pilots. Same thing in the 1930's. It's no longer necessary today because we are going from tens of thousands of military aircraft down to a few hundreds.

Sometimes I am also - who would have thought the FAA would care about having really experienced teachers for advanced students or of allowing those with experience to continue to teach them?
