$22hr in New England, which doesn't get you to far as the cost of living is way high. Not to mention bad wx causes more stress (no pay) than anything as 90% of my students are PVT.

I freelance in the DFW metroplex. Former airline, MU2 freight dog, and fractional. I charge (and get) $55 per hour without complaint. Granted, as previously mentioned you have to find people who own aircraft or those with partnerships, club airplanes, etc.
I also previously owned a flight school in Michigan (late 90's) and at that time paid my instructors $25 per hour.
It's all how you sell it. I recently trained a pilot who purchased and started from scratch in a brand new Garmin 1000 Cessna 182 ($425,000).
If I charged $100 per hour and it took 60 hours of dual to get a license, the $6000 worth of training is about 1.5% of the overall cost. What's it worth for me to keep you alive in the first 15 hours and provide you with a skill set that you'll use to fly safe for the rest of your life?
I also do not charge different rates for different types of instruction. If I did so I would charge more for PRIVATE training than instrument, multi, etc. A PAR applicant requires more effort, is more likely to kill me, and exposes me to a higher liability when solo or after licensing.
