TSA finger printing Approved Locations?

Hi. If one is going through the process of TSA approval prior to flight training in the US ( as an alien from overseas) how were you able to submit the finger prints if such a centre isnt present in your country ? I thought this will have been able to be easily done at the local US consulate as per the AOPA site
" A U.S., federal, state or local law enforcement agency
U.S. government personnel at a U.S. embassy or consulate that possesses appropriate fingerprint collection equipment and personnel certified to capture fingerprints.
Another entity approved by the Federal Bureau of Investigation (FBI) or TSA, including airports that possess appropriate fingerprint collection equipment and personnel certified to capture fingerprints "

. However, by checking the TSC Clearing office website , there are only a handful of international offices. If you cant access one of these, does it necessiate a trip state side just to have it done at one of the many TSC approved finger print centres there?

We send folks off to a location the first day of ground school. We normally hear back in a couple of days, before the flight training starts.
