JAA schools for international student
 
I have a friend oversees who is an air traffic controller and is interested in becoming a pilot. He needs to find a good and affordable school that has JAA certification in the US to become a career pilot. What are the best schools for him?

Does he have an FAA license? (PPL and up?)

No he does not have anything he is starting fresh

I went from ATC to pilot. But, I already had the required certificates to get my first job. I recommend he do just that. Stay in ATC until such time that he's qualified and has a firm job offer.

Some Euro countries have ab initio programs (although maybe not right now). What country is he is?

I don't think he has any certificates.. I still don't know which are the best schools for him though
