Low altitude enroute symbol
Hello,
I have a question about a chart symbol. On a victor airway there is a half circle. The chart symbol book says this is a by-pass route where a jet route does not include the navaid or intersection. My questions is why is this same symbol on a victor airway? Does this mean the same thing but for a victor airway and its just not listed in the book? Thanks for the help!

If I understand your question correctly, without seeing the symbol that you are looking at, on a High Chart it means that the navaid is not part of the route structure. I'm looking at L-4 right now and don't see the symbol in the legend, nor can I find an example of it on the chart (with my cursory glance), but if the by-pass is around a navaid or some other nav point I would venture that same guess.

On a low altitude airway the distances between nav aids has to be less than that of a high altitude airway, untill you get above a certain altitude, (that escapes me now), due to line of sight VHF requirements, and then drops back down again to avoid signal confusion between VORs of the same frequency. Hope this helps.

Thanks for the response! I guess I should have given where to find the symbol. It is on V412 on both L-12 and L-14 near Minneapolis airport. Thanks again I figured that was the case but it was buggin me without knowing for sure.

If you take a look at the electronic charts that the FAA publishes, you can see why...
Here's the intersection and depiction that I presume you are referring to:
If you look closely you can see why it isn't included in the airway (V412) and instead depicted as a "half circle":
