Well, FAR 91.119 says in part: Except when necessary for takeoff or landing, no person may operate an aircraft below the following altitudes: (c) Over other than congested areas. An altitude of 500 feet above the surface, except over open water or sparsely populated areas. In those cases, the aircraft may not be operated closer than 500 feet to any person, vessel, vehicle, or structure.

There is a section of the video where the pilot certainly flies closer than 500 feet to vehicles.. Seems to be unnecessary risk to me...

Did you even see the video? He wasn't flying around at 50 feet... So you know, in the video he was flying around at 120Kts at around 2-3 feet. I commented to the poster that I'd reported his video to the Miami FSDO and he removed the video immediately. I guess he's not as dumb as I thought.

Who says the guy didn't have a Congested area plan which would allow operation over congested area's at altitudes under 500'....
